Research

• CBS, 29 November 2024. Over 8 in 10 people shop online. ICT survey of households and individuals, April to July 2024, about 6,000 respondents aged 12 or older. 80.8 percent bought online in the previous three months. About 12.6 million people. Ages 25 to 45: 94 percent.
• Eurostat, 20 February 2025. Online shopping in the EU keeps growing. Internet users, purchases in the twelve months before the 2024 survey. EU 77 percent, the Netherlands 94 percent, Ireland 96 percent, Denmark 91 percent. Datasets isoc_ec_ibuy and isoc_ec_ib20. A different denominator from the CBS figure.
• Thuiswinkel Markt Monitor, first half of 2025. NielsenIQ, for Thuiswinkel.org and Retail Insiders, with PostNL and the Dutch Payments Association. Over 17 billion euro in online spend, 168 million purchases, of which 144 million were products.
• Thuiswinkel.org, 21 August 2025, on Sendcloud's E-commerce Delivery Compass 2025. 8,000 European consumers, including 1,000 in the Netherlands. 81 percent preferred a time window to as fast as possible. Evening delivery 20.1 percent and a chosen delivery day 23.6 percent, when people may pick a shipping option.

Rules

• ACM. Delivery. Sellers must state the delivery time before purchase and keep the promise. Without another agreement, 30 days apply.
• Directive 2011/83/EU, article 18. The European source of those 30 days for distance contracts.
• ConsuWijzer. Mandatory information at purchase. Among other points: online platforms must show how the order of results is decided.
• Directive (EU) 2019/2161, the Omnibus Directive. Changes consumer law on ranking and unfair commercial practices.
• Regulation (EU) 2019/1150, the P2B Regulation. Ranking and an internal complaint system for business users of an online platform.
• Regulation (EU) 2016/679, the GDPR. The basis for the privacy notice and the cookie notice.
• Dutch Telecommunications Act. Article 11.7a covers cookies and similar storage. Functional storage does not need a consent banner. Tracking cookies do.
